In continuation of my Confidential Despatch of

the 10th. instant, I have the honour to inform you that when the

completion of the negotiations for the Quintuple Loan to China be-

-came known in the Colony some person or persons despatched to

Peking in the name of the "Merchants of Hongkong" a telegram

protesting against the loan. The Sze Yap Association is suspected

of having inspired the message. Enquiries are being made on the

subject.

The telegram was sent without authority and the

large majority of the Chinese Merchants here were much annoyed at

this misrepresentation of their views.

Several Guilds, as in the list enclosed, according -ly sent telegrams to Peking approving of Yuan Shi Kai's action,

while the Flour (or Bakers') Guild asked this Government's per-

-mission to despatch the telegram of which I enclose a copy. This

Guild and the Bankers Guild and other Guilds mentioned in the last

paragraph but one of the enclosure to my Despatch under reference were informed by the Registrar-General that I would myself acquaint

the British Minister, for the information of the Chinese Government,

of their attitude, as it was not proper that a political telegram

should be sent except through the Government. The Guilds who had
